Montenegro's Supreme Court in Podgorica has determined that Terra's founder, Do Kwon, will be extradited to the United States, according to news outlet Pobjeda.

This extradition decision was finalized in November 2023 but left open the question of whether Kwon would be handed over to the USA or South Korea. The decision ultimately rested with Andrej Milovic, the Minister of Justice.

The court had previously confirmed that all criteria for Kwon's extradition were fulfilled, with Kwon himself consenting to a fast-tracked extradition process.

Do Kwon's attorney, Goran Rodic, insisted that Kwon should legally be extradited to South Korea first.
All the legal grounds, including the European Extradition Convention, our bilateral agreement with America, and Montenegro's Law on International Legal Assistance, fully indicate that Do Kwon should be extradited to South Korea once such a decision is made,
Rodic remarked.
Montenegro's Justice Minister, Andrej Milovic, explained that the decision favoring the USA was influenced predominantly by political considerations.
The USA is our primary international ally, and we are eager to finalize a bilateral extradition treaty to establish a legal framework for future extraditions,
Minister Milovic stated.
Previously, Do Kwon was arrested on March 23, 2023, at Podgorica airport while attempting to fly to Dubai with forged documents.
