A miner is a rather pragmatic and predictable creature: they usually inhabit the areas with the cheapest energy. And Paraguay has one of the cheapest and most affordable electricity rates now.
The Itaipu Dam, which fully supplies Brazil, Paraguay and Argentina with electricity, generates a huge amount of cheap energy (14 GW), which significantly exceeds the needs of the region's residents. The population and industry use only a quarter of the generated power.
