It sounds weird, but it's normal. There are usually 1-2% of these blocks in the network.
At first, mining pools send miners something like a block sample — it doesn't contain any transactions. After 1-2 seconds, the full "version" of the block arrives. Sometimes, in moments like these, miners are lucky. They find the next block with  an empty template on their hands. Paradoxically, the reward for an empty block found is still paid, despite the absence of transactions in it.

And this time the miners received their 6.25 BTC and will certainly raise a glass to honor the real bitcoiners!
